What is RTP in slots, and who actually checks it?
RTP, return to player, is the percentage of all money wagered that a game is mathematically built to pay back over its full cycle. A 96 percent RTP means the design returns 96 units for every 100 staked across millions of spins, and it says nothing whatsoever about your session, because the figure is a property of the game rather than a forecast of your afternoon. Two things are more useful than the number itself. RTP is a DESIGN figure that has to be demonstrable: Nevada Regulation 14.040(1)(a) requires a device to theoretically pay out "a mathematically demonstrable percentage of all amounts wagered", with a floor of 75 percent, so the maths is submitted and checkable rather than asserted. And the checking is done by independent testing laboratories that, under Regulation 14.360, must register with the Gaming Control Board before they may certify a device for use in Nevada. RTP is not a casino promising you something. It is a number the game designer must be able to prove.

How we know
We answer the "who checks it" half because that is the part that decides whether the number means anything, and it is the part almost nobody publishes. An RTP figure with no testing regime behind it is marketing; the same figure inside a regime that requires the mathematics to be demonstrable and the certifier to be registered is evidence. The difference is the whole answer. The most common misreading is treating RTP as a rate of loss over a visit. Over 100 spins the outcome is dominated by variance, not by RTP, which is exactly why two players on a 96 percent game can leave with opposite stories and both be looking at the same correctly built machine.
