They are not built over operator datasets and they do not ride the 30-day freshness clock, because a fact from 1638 does not go stale and pretending otherwise would teach the freshness gate that "stale" is negotiable. They carry a stricter contract instead: every date and every money figure that appears in the answer also appears in a cited fact with a named source and the date that source speaks to, enforced when the site builds rather than by intention. Where the sources disagree the answer says so instead of picking the tidier number, and that disagreement is usually the most useful sentence on the page.

Does a licence mean a casino is safe?

It means a named authority has issued a permission, which is checkable and worth checking. It does not mean the authority publishes a named, dated enforcement history, and jurisdictions differ enormously on that. RAW groups regulators by whether an enforcement record is published at all, rather than compressing them into a single trust score.

Can a casino refuse to pay you?

Operators publish clauses letting them withhold or claw back money for a terms breach, and those clauses are the answer to this question rather than anything about the operator's reputation. RAW records the clause, its trigger and its stated consequence as typed fields so the shape can be counted rather than described.
